Why the balance is tied to the factory acceptance test
You approve the machine running your own product and film before the balance is due. If the agreed speed, fill accuracy or seal quality is not met, the machine is corrected before shipment rather than after it arrives at your factory. That is the practical reason the FAT sits between the deposit and the balance.
